Challenge
"We help, help": Under this motto, ANLEI-Service GmbH supports supra-local social assistance with highly complex software products. The so-called Cooperation Partner System (KOOP) is a complex database system designed to support participation planning and counseling. This system enables participation planners to find suitable services for benefit recipients more quickly and effectively.
The existing database of cooperation partners forms the basis for the broadest and most diverse range of services available to benefit recipients. Manually maintaining and expanding this database is a significant effort.
Goal
To create a more comprehensive picture of the social space, the KOOP database is to be significantly expanded. This will focus not only on the often already well-known professional offerings, but also on non-professional offerings, such as sports clubs.

Solution
The expansion of the KOOP database is intended to be tailored to the actual needs and requirements of benefit recipients. A list of relevant activities was developed in close consultation with the participation planners.
Relevant keywords and information are transferred to an internet search engine via an API. The search is conducted for all districts and independent cities in Hesse. The result is a comprehensive list of the URLs of the providers identified as relevant. To generate the contact and address information for the KOOP database, eoda scraped this data from the identified websites.
In addition to the address information, this step also examined the pages for relevant keywords that indicate, for example, barrier-free access to a service. This information will later help the participation planners quickly and efficiently assess the suitability of services for benefit recipients. To improve the search function of the KOOP system, the identified keywords are also expanded to include appropriate synonyms.
Since the generated data is unstructured, eoda also took over data management for ANLEI-Service GmbH. Among other things, the following data management tasks were performed:
- Plausibility check: For example, are email addresses in a standard format?
- Duplicate removal: Use of record linkage methods to detect duplicate entries.
- Standardization of address data: Are telephone numbers, among other things, in a standard format?
The processed data was then imported into the KOOP database.
Result
This project is one of many examples where the use of suitable algorithms automatically creates added value that would have been impossible to achieve manually. ANLEI-Service GmbH is making the work of participation planners easier by significantly expanding the information in its KOOP database and making an even more comprehensive range of services available to those entitled to benefits.
